Building an Environmental, Health & Safety Program for a Greenfield Rare Earth Manufacturing Facility
Developing an Environmental, Health & Safety (EHS) program for a new manufacturing facility is one of the most challenging and rewarding opportunities in the safety profession. Recently, I had the privilege of serving as the Project Environmental, Health & Safety (EHS) Manager for the development of a confidential greenfield rare earth permanent magnet manufacturing facility in the United States.
As the owner's EHS representative, I was responsible for developing and implementing the site's EHS management systems from the ground up. This included creating the policies, procedures, standards, and programs necessary to support the safe startup of a complex advanced manufacturing operation while working alongside engineering, construction, commissioning, and operations teams.
Building Safety from the Ground Up
Unlike an existing facility where programs already exist, a greenfield project requires every aspect of the EHS program to be designed, documented, and integrated into the construction and startup process. This work included:
Developing comprehensive Environmental, Health & Safety policies and procedures
Creating contractor safety management requirements
Designing construction and operational safety programs
Developing emergency response and emergency action plans
Implementing incident reporting and investigation processes
Performing risk assessments and Job Hazard Analyses (JHAs)
Supporting process safety planning during facility startup
Coordinating owner, contractor, and engineering safety expectations
Establishing regulatory compliance strategies
Supporting commissioning and transition to operational readiness
Gaining Specialized Manufacturing Experience
One of the most valuable aspects of this project was the opportunity to learn the complete manufacturing process for rare earth permanent magnets and understand the unique hazards associated with advanced manufacturing.
This included gaining practical knowledge of:
